Menopause hormone therapy is fully covered in British Columbia and Manitoba, while coverage for menopause-related pharmaceuticals varies across Canada's 10 provinces and three territories under their respective provincial drug plans.

Canada's publicly funded Medicare system is administered through 13 provincial and territorial health insurance plans, each responsible for organizing and delivering services within its jurisdiction. Coverage for pharmaceutical products, including menopause-related medications, varies across jurisdictions, with hormone replacement therapy fully covered in British Columbia and Manitoba.

Access to menopause care can also be limited by billing-code gaps. In some provinces, billing codes apply only to menopause specialists, with wait times reported up to 18 months. Federal funding and policy context

In February 2025, the federal Minister of Health allocated CAD 1.2 million in funding to the Society of Obstetricians and Gynaecologists of Canada (SOGC) to support developing and distributing tools and resources to improve access to menopause-specific health services, including updated clinical practice guidelines.

This allocation sits within a broader funding picture. The National Women's Health Research Initiative, launched in 2022, carries an initial five-year budget of CAD 20 million, representing 0.5 percent of the CAD 1 billion annual budget for health research. Between 2009 and 2020, women's health research received 6 percent of Canadian Institutes of Health Research funding.

The underlying federal framework, Health Canada's Women's Health Strategy, was released in March 1999 under then-Minister Allan Rock, and committed to integrating gender-based analysis across departmental program and policy development.

Scale of the affected population

Menopause affects more than 10 million women in Canada over the age of 40, roughly a quarter of the country's total population, with the average age of menopause reported as 51. As of 2025, 80 percent of women between the ages of 45 and 54 participate in the labor force and account for nearly 10 percent of the entire Canadian workforce.

A 2022 representative survey cited in the country profile found that 38 percent of respondents felt their menopause symptoms were undertreated.

Private-sector equity funding

On May 14, 2026, Novartis Pharmaceuticals Canada Inc. announced the third edition of its Health Equity Initiative, with a 2026 focus on women and gender-diverse people. The company will award CAD 250,000 to eligible organizations this year, bringing total investment to CAD 1.45 million since the program launched in 2024. Canadian non-profit and charitable organizations advancing women's health equity were invited to apply before June 19, 2026 at 11:59 p.m. EST.
