What Quebec's public drug programs cover for contraception and menopause hormone therapy (HRT — clinically, menopausal hormone therapy or MHT), sourced from the province's own program pages.
Contraception
Partial coveragePartially covered — a real program exists, but it is not free or universal.
NOT free for most residents. Covered under RAMQ's Public Prescription Drug Insurance Plan formulary, subject to the standard cost-sharing rates in effect July 1, 2026 – June 30, 2027: $21.25/month deductible + 30% coinsurance, capped at $105.25/month or $1,263/year. Free only for exempt groups (under 18, students 18–25 living with parents, claim-slip holders, GIS-eligible 65+).

Menopause hormone therapy (MHT / HRT)
Partial coveragePartially covered — a real program exists, but it is not free or universal.
NOT free for most residents — same RAMQ copay structure as contraception applies (see the RAMQ rates page). However, two bio-identical MHT hormones (estradiol-17β transdermal gel and micronized progesterone) have been reimbursed without "exception" prior-authorization criteria since May 26, 2022, easing access (still copay-based, not free).
